Bug with Power Word: Fortitude?

I have a level 65 priest and have a rank 6 talent in power word:
fortitude. My action bar says 'rank 6' and should be able to buff
stamina by +70. Yet when I hit the action bar, the actual status bar
says stamina was only boosted by 54. I managed to get a GM to
question this discrepancy and he said it probably had to do with my
gear but there isn't a bug. Any ideas? I know for a fact that I the
action bar has the highest ranked fortitude spell that appears in my
spellbook.

Oh, I also have the max points allowed under the Desc talent tree for
this spell.

After almost 2 years TBC, and millions of players, I'm pretty sure a
math bug this large is pretty unlikely.

I know there is sometimes a difference in what the tooltip/status bar
says, and what you are actually giving. At 70, max rank PW:F says 79
stamina, but actually gives over 100 sta if you have improved (15%).

Have you actually counted? Are you giving 540 HP or 700?

It's a UI bug that blizz has never fixed. Talented effects do not
show up in the tooltip, or in the buff icon on the player being
buffed. The effect is as talented.

You managed to get a GM who knew nothing about the game. Nice.

As others have said, it is just a UI issue with talented spells. You should
still be getting the correct improvement.

I went into my character interface and checked my character
attributes. It said my stamina was buffed by +56. Funny, action bar
says +70, my status bar says +54, my character interface says +56 :)
Bottom line, the status bar seems to provide correct and actual buff/
debuff updates for everything regarding game play but it does seem to
drop the ball regarding stamina. Oh well.

Yeah, it's always been that way. Just a blizzard UI bug they've never
bothered to fix. If you calculate how much actual health you should be
getting from the buff (+70 = 700 health), and you get that much added
to your health bar when you buff yourself, that's all that counts.
