Hello, I am a Dwarf Hunter lvl 20 and I don't seem to be able to advance
my leather working higher than 70/75. What am I forgetting/ignorant of?

Do you really mean you're stuck at 75/75. If so, you need to visit a
leatherworking trainer for the next "title" (Expert Leatherworking?).
This will let you increase your skill up to 150. You also need to be
level 10 to qualify, but that doesn't sound like it's a problem for
you.

If you really do mean 70/75, then you haven't been using recipes that
are challenging enough. A recipe listed in gray will never give you a
skill increase. Green recipes rarely do, yellow recipes often do,
orange recipes always do. You should have noticed some of your old
recipes change color (orange->yellow->green->gray), as your skill
increased. Sadly, you can't raise your skill up all the way to 300
just by turning scraps into light leather. :) Find recipes that are
yellow or orange and make those. If you don't have any, then visit a
leatherworking trainer. They should have plenty of recipes you can
buy that will help you increase skill. While you're there, you may as
well also buy the skill cap increase (Expert Leatherworking, or
whatever, as I wrote about above).

When you are at the leatherworking chap, there is a filter. You can choose
to see the recipes you already know (they are grey), the ones you can
learn, and the one you can't learn now (they are red).

Also, you don't have to wait to be 75/75 to learn the next title, you can
do it now. I think it's available at 50/75 and level 10.

Since 2.3 you can learn up to 300 skill in every city, you don't have
to travel looking for trainers (apart from specialty ones).

At every level there appears to be some item that can be made in bulk.
I forgot what it is at your level but it may be something like an
armor kit. At the higher levels it becomes drums.
