An enemy of equal level has a 4% base resist chance. This base resist
chance is countered with +spell hit equipment. The minimum base resist
level is 1% though, you can't decrease it any further. To this base
resist chance you have to add the special resistance of the mob, which
is not affected by the +hit chance though. So even with 100% +hit gear
the mob will resist spells, if the mob has special resistance. To
counter this special resistance, you need -resist gear. If the mob has
no special resistance though, the -resist gear is worthless.
In other words:
+hit is better than - resist, until you have +3% to spell hit

Or in even other words:
-resist for spell casters is similiar to "+attack power vs. <certain
types>" for melees. Just the spell caster does not have it so easy to
determine the matching opponent.
So if this ring sucks really depends on the rest of your equipment and
the kind of mob/enemy you fight. With the right equipment and enemy it
is a kickass ring.
