So Pabdarians Have More Rested XP?

For some time now I've been noticing that my Pandarian alts took a longer time to use up their rested xp, in fact according to the Restplus addon, my alts can gain a couples of levels before it shows any rested xp being used. Recently I had tried another addon, Allplayed, which also keeps track of this and while for alts that were fully rested it would show rested xp at 150%, for fully rested Pandarians it shows 300%, which, if accurate would explain why my rested xp would appear to be frozen and not being used, it just takes longer to use it. It seems like this race is designed to level up quicker, just look at the bonus the monks get after reaching level 20.
