My Warrior is an Engineer who never bothered to learn a Goblin/Gnomish
specialty.

The other day I was in Dalaran outside the engineer shop and happened
to notice the little sign outside that says "Goblin and Gnomish Engineer
manuals inside!"

I assumed that meant that I could learn one of the specialties, but I
went inside and talked to all the NPCs and didn't find anyone to teach
me.

What is the sign supposed to mean, then?

I would guess that it refers to the fact that you can buy all of the
goblin/gnome recipes inside.

point yourself to gadgeztzan for goblin engineering, dunno about
gnomish; anyway take a look at tottbott/wowhead/wowwiki ;)

No. Gnomish in in Everlook.

In Outlands they are at Area 52 or Toshley Station. Don't ask me which is
which.

By the way, Gnomish an Gobelin give access to teleportation tools. For
Gobelin, you can port yourself in Everlook and Area 52, and for Gnome it's
Gadjetzan and Toshley Station.

I have two engineers, one of each spec, and use these tools to go back to a
bank (Gadj, Everlook and A52) when questing around.

It seems I was wrong :) Apparently for gnomish engineering the trainers are
either in Ironforge or Booty Bay.

The trainer for Goblin engineering is in Gadgetzan.

It seems that I mixed up the teleportation destinations and trainer
locations. My bad :)

I just have one and I believe I specialised in gnomish, but am admittedly
not sure without checking.

Note that while Toshley is an Alliance outpost, the teleport station has
been banished to a safe distance for Horde to use (because initial
experiments kept turning the gnomes into chickens, according to the
trainer).
