My Paladin Dwarf (level 20) can't learn throwing weapons or guns. The
strange thing is, those options don't show up on the menu when I talk to the
weapons trainers who teach those skills even if I set the menu to show
unavailable and already known skills as well as available ones.

I double-checked and I am talking to the correct weapons vendors...

Is this a bug, or a limitation of Paladins?

Paladin limitation. Not all classes can learn all weapons...and paladins
don't get any long-ranged weapons at all.

(Aside from random quest rewards and trinkets, of course.)

There is a quest that gets you a boomerang to throw. The boomerang is
the end reward of a series of over a dozen quests that will take you
all over both continents. I'd guess about 3 to 4 hours of play time
to do it all. Only the last quest is difficult. You have to kill
Blazerunner a lvl 54 Elite Elemental.

The string starts in Ungoro Crater and is called "It's a Secret to
Everybody." You need to be lvl 47 to start it. Probably not worth it
for any character other than a Pal because the boomerang is about the
only ranged weapon he can get.

Limitation. Buy ez-thro dynamite in the auction house, or have
an engineer make it.

It's even better if you're actually an engineer. Engineering suits
paladins very, very well. If you spec holy, there's stuff like the
Bloodvine goggles waiting to increase your spell damage, and
Recombobulators to help heal if you're low on mana. A protection pally
can help himself defend his friends by using bombs that stun mobs, and
by dropping target dummies. A retribution pally should also enjoy
bombs, which are very quick to deploy and do significant damage.

In any case, you'll gain the ability to do ranged attacks.

Talking about dps on either is kinda strange - one has a 1 minute
cooldown the other has a 3 minute cooldown, that alone brings the
damage per second into the floor. Also, the benefit for a paladin is
that it is a thing you can use to pull with at range - as long as it
makes your target run to you the damage it causes if pretty
irrelevent.
But if you really want to, there here are the numbers:

Ez-Thro Dynamite
Requires Level 10
Use: The dynamite for Non-Engineers that nearly always gets to the
target! Inflicts 51 to 69 Fire damage in a 5 yard radius.
Cooldown: 1 min
Charges: 1 (Expendable)
1 sec cast

Ez-Thro Dynamite II
Requires Level 30
Use: Inflicts 213 to 287 Fire damage in a 5 yard radius (Assuming that
it gets to the target, some restrictions may apply.)
"The dynamite for Non-Engineers that rarely* blows up in your hand
with over twice the blasting power of standard EZ-Thro."
Cooldown: 1 min
Charges: 1 (Expendable)
1 sec cast

Linken's Boomerang
Binds when picked up
Trinket
Use: Flings a magical boomerang towards target enemy dealing 113 to
187 damage and has a chance to stun or disarm them.
Cooldown: 3 min

It's a pet peeve. Every time a beginning paladin comes in here and asks
what to do about a lack of range ability, someone tells them to get the
boomerang. It's bad advice for a LOT of reasons:

1) It only has a 20 yard range.
2) It requires doing a quest series you can't finish until your 50s.
3) By the time you CAN do the quest, you've probably become an expert
body puller and don't even need it anymore.
4) It's a toy - there are far, far better trinkets.
5) Engineering, EZ-Thro dynamite, or kobold candles work lots better
if you want ranged ability, and are available almost immediately.

Judgements are only 10 yards, I think. You have to be engaged in melee or
damn close to it. *

Not exactly a limitation, rather an implementation of the Paladin
concept. Being an honourable Knight, to such a degree that the honour
rules them and even binds them, a true Paladin would never ever start a
fight, let alone from a ranged position.

Read up on the AD&D Class description as Pallies can make interesting
RP classes.

Not exactly a limitation, rather an implementation of the Paladin
concept. Being an honourable Knight, to such a degree that the honour
rules them and even binds them, a true Paladin would never ever start a
fight, let alone from a ranged position.
So, Paladins don't carry ranged weapons because they would never start a
fight? Why do they carry any weapons then? Ranged weapons can be used
offensively or defensively, just as any other weapons can. If a mob who can
outrun you attacks you and then runs to get his buddies (resisting your
freeze/stun spell, forgot what it's called), your choices may be to try to
run away (and probably get killed) or to try taking him out with a ranged.
So I don't see how any honor code would prevent them from using a ranged
weapon. I could see the honor code preventing them from using it to
attack/start a fight, not from using it defensively. In addition, Paladins
aren't restricted in any way from starting fights except in the ways all
classes are.

I think the real reason is it's a matter of balance. Every class has to
have strengths and weaknesses to make them roughly equal to the other
classes. Paladins get a variety of spells to use, they need something to
weaken them so they don't have a clear advantage over other classes at
level.
