I have had this "Technique: Glyph of Skeleton" on my wishlist for 2
months now. Rattleskew drops it and I have had him on farm. 0.8% drop
rate. Spawn rate 1½-2 hours. It havent drop for me. I saw someone
selling it on AH for 200g a few mins ago and I bought it!

At the bottom. Someone tried to sell the technique for 80k gold on
EU/Grom ally side. dunno if he sold it. But I actually believe he did. :)

Seems like it dropped again for someone who sold it for 50g. Oh well. :)
