WoW.com are reporting that Cold Weather Flying is available at level
68 on the PTR in the form of a single use bind to account book
available in Dalaran. This would make it easier to get for people who
are on their second (or more) run through Northrend.

Interesting change, before the "dumbing down" whines come in, this book
is ONLY visible to lvl 80s. So if you don't have a lvl 80 already,
you've got to do it the oldfashioned way and get to 77 before you can
learn to fly, meaning everyone will get to see the content properly at
least once. I can live with it being skippable for alts, it's having new
players miss out on the exploration side by flying over everything that
bugged me most about the changes.

Most my alts won't even get it anyway, several are on an account that
has no lvl 80, and those on the same account as my lvl 80s are duoing
with a friend who does not have an 80 on the same account as his alts
(used Recuit A Friend to make 2 pairs of characters, by me recruiting
him), so a bit pointless me getting it really.

Great, the current alt I'm leveling in Northrend is delibratly avoiding
zones with quests where I have to run a lot forth and back, because I
can do those a lot faster later, when I can fly.

This also means I'm not really doing quests "at the right level", thus
the only challenges are when soloing group quests.

I've still got some lower level chars I parked during TBC, that now will
be parked at lvl 68 instead, till patch 3.2 arrives :-)

they said mail to an alt to let them use it so it per chr and not per
account.

It is a one-time-use item purchasable by a level 80 to be sent to an alt
on the same account. You will have to buy a tome for each alt that needs
cold-weather flying, so the end cost will be the same, but your alts
will get to fly in Northrend as soon as level 68, instead of waiting
until 77.
