I'm curious and haven't found an answer to all the questions I had on
the web...

Does anyone know:

1) Are the libram quests repeatable (voracity, rapidity, etc.,...)?

2) If they are, can you repeat them if you've already applied the
enchant (forget the technical name for it, but I don't think they call
it an enchant - arcanum maybe?) to an item or must you get rid of the
currently enchanted item before you can repeat the quest? That is, say
I do the one for +8 stat and add it to head item - can I do the quest
again to add it to legs? Or must I toss the head item before I can
repeat the quest?

3) If I can quest for the enchant again while still having it on me,
can I apply it to another person's item or is restricted to items
souldbound to me alone?

Yes, I've done voracity 3 times now.

Yes you can do it again, I have +8 agi on both my head and legs currently
(and an old head with it on is in the bank)

You can apply it to other people, yes - I've never done it myself but I
know other people have done it with the librams that require BoP items from
inside BRD.

There are no restrictions - you can have the same enchant on two pieces at
the same time.

You can apply it to another person via the 'will not be traded' box. *

Others said you can, but I think you cannot give the enchantment of
the arcanums to others via the non-tradable item box in the trade
window. I tried it once (some weeks ago before the 1.11 patch) with
my Arcanum of Protection http://www.thottbot.com/?i=35920 but it
did'nt work. Thus it is impossible to improve low level crap with
the arcanums enchantment, as it might be intended by blizzard.
Nevertheless, the librams are freely tradable.

i beg to differ.

get your main to buy a leg or head item for your twink. apply the
arcanum then mail it to your twink.

my main used the 100HP arcanum on my twinky rogue's helmet:
