Right now I'm lvl 43 Fire mage and have specced for ignites, therefore
crits are always fun. When buying armor, I can't decide if I should go
for +Intellect or +damage as items are usually either +damage or
+intellect; but not both.

Fire mages go through mana quicker than frost so it's not so cut and
dry, but as a frost mage, it's +damage every time (I'm up to +382 with
no drops from a 40 man yet :)).. If worse comes to worse you can pump
up your spell damage and in long fights use a lower ranked (ie, lower
mana cost) version of your primary nuker, though I personally haven't
found this necessary for most fights.

What Mike said.

I would also like to add that you should get two sets of gear, one for
your raids (mana gear - intell/spirit/stam, in that order) and one for
PvP (damage gear - spell dmg and stam is most important).

This is even more important if you are a fire mage since you "waste"
more mana then during raids. Been raiding as both a frost and a fire
mage and as a fire mage it was always evocation, a gem and a pot during
long fights. As a frost mage, I almost never have to use a pot,
evocation and a gem is enough.
