I have yet to find a mob I can use this on...is it PvP only? Can someone
name a couple of mobs this works on?

you can steal the felhound form in Shadow Lab, and you can steal that
fire shield in Mech.

among others..

you can steal the felhound form in Shadow Lab, and you can steal that
fire shield in Mech.
among others..
that felhound buff is dam funny
it gives double attack speed
and then it has chance on hit to enrage to double it again

great to see spam of melee damage from my mage lol

It is the way to deal with one of High King Maulgars adds (Gruuls lair)
A mage spellsteals a fire protection shield from Krosh Firehand,
keeps aggro and survives due to the shield

The ghosts in Karazhan on the way up to the curator, via the back door. They
have a +200 spell resistance aura that can be stolen. I only steal it to
make my attacks hit hard though the buff itself is useless there.

Oh really? I can see that being useful on the curator - I'm going to have
to suggest it to our mages. How long does it last? *

Usually the point is deprive the opposite party of the buff rather than
buff yourself.

There was a video on Youtube of a mage who after getting spellsteal
took it to AV. He went into one of the caves and used it on one of
the Kobolds. Turns out someof the Kobolds have a passive fire AoE
buff that you can steal. This passive AoE only did something like 45
damage every 3 seconds, but it turns out that this buff benefited from
the mages +spell damage, so he was doing around 700-800 damage every 3
seconds. On top of that, he would steal the buff 3 or 4 times, so now
he was doing 700-800 damage every 3 seconds on any enemies around him
times 4.

He then got on his mount and rode around AV running directly into
groups of alliance and not only surviving, but also killing off large
groups all at one time. He used ice block a few times to keep himself
alive while the AoE did the trick.

The other one, that I have heard of but never seen, was a battle
between 2 mages in AB at the lumber mill. One mage tried to get away
by jumping off the cliff and casting slow fall. The other mage used
spellsteal and was lucky enough to steal the other mages slow fall
buff, sending that mage plumeting to a durability loss death below.

No, it works anywhere. It's just unusual to find an outdoor mob that
has a buff, let alone one worth stealing.

No, it works anywhere. It's just unusual to find an outdoor mob that

At level 70 you really don't need to steal this buff but...

In Winterspring, the Furbolgs just east of Everlook have a buff on
them. You can get the buff for yourself easily enough as most of them
drop the potion that gives you the buff, Timbermaw Firewater I think
it is called. But the buff is a magic effect. Before the expansion I
would grind there on my warlock using my felhunter as a tank. I could
get him to aggro up to 4 fubolgs. Tainted blood helped to keep him
alive, as well as curse of weakness I would cast on the targets I
wasn't ready to kill yet. I would then focus on one target at a time,
while every 30 seconds, my felhunter would Devour Magic and get
himself healed.

So yes, there are world mobs you can steal buffs from.

And come to think of it, the Flayers in Netherstorm have some buffs on
them. I know they are highly shadow resistant, and every once in a
while I see one cast a spell that is probably the shadow protection
they are using. Also, when I use fire spells against them, an
occasional message appears in my chat window saying something like
"Flayer partially deflects some of your fire damage" or something
along those lines.

Any of the blood elf mobs in Outland are bound to have some kind of
magic buff on them.

And if you are on a PVP server and see a mage, warlock, or priest, its
almost 100% that you would be able to steal a buff from them.

Look at the ogres in BEM. The shaman ones with lightening shield (the
globes spinning round them) you can steal those.

It's very usefull in instances too, in Botanica there are some female
mobs you can steal a +300 spell dmg buff off them (mind you if you
have a priest get them to MC the mob and you can buff up with +300
spell dmg for 30 mins rather than the 2 mins spell steal)

Use detect magic if there is something on the mob steal it, wether to
buff yourself or to just remove it from the mob. Very usefull tool for
mages.

It works on any self-buff. if you ever see a mob or player cast something on
themselves, you can probably steal it. *
