No, it works anywhere. It's just unusual to find an outdoor mob that
has a buff, let alone one worth stealing.

At level 70 you really don't need to steal this buff but...
In Winterspring, the Furbolgs just east of Everlook have a buff on
them. You can get the buff for yourself easily enough as most of them
drop the potion that gives you the buff, Timbermaw Firewater I think
it is called. But the buff is a magic effect. Before the expansion I
would grind there on my warlock using my felhunter as a tank. I could
get him to aggro up to 4 fubolgs. Tainted blood helped to keep him
alive, as well as curse of weakness I would cast on the targets I
wasn't ready to kill yet. I would then focus on one target at a time,
while every 30 seconds, my felhunter would Devour Magic and get
himself healed.
So yes, there are world mobs you can steal buffs from.
And come to think of it, the Flayers in Netherstorm have some buffs on
them. I know they are highly shadow resistant, and every once in a
while I see one cast a spell that is probably the shadow protection
they are using. Also, when I use fire spells against them, an
occasional message appears in my chat window saying something like
"Flayer partially deflects some of your fire damage" or something
along those lines.
Any of the blood elf mobs in Outland are bound to have some kind of
magic buff on them.
And if you are on a PVP server and see a mage, warlock, or priest, its
almost 100% that you would be able to steal a buff from them.
