EU keys only work on EU servers, US servers can not move accounts to or from EU
servers and vice versa.

Sorry if I confused anyone by not using the proper designation of
UK or EU.

What I meant is, can I install a french version of the game, create
an account with the key that came with the game, and start playing
on an english language EU server, with everything in the game being
in english?

on an english language EU server, with everything in the game being
in english?

yes you can.
I also played a German version on an English server.
After a while I downloaded the English language pack (wow europe
website in your user account).

Be prepared, that you have to download the patches for the English
version after using the language pack.
After this installation, you can change the game language in the wow
starter.

yes you can.

You can download the langauge packs from the eu site, you can play it in
english, french, german,spanish, and russian - this is a complete
versioning, all texts are in that langauge, the interface is and the
NPC's all speak in the langauge of choice (you change the langauge in
the interface options - if you can find it)
